In my experience they call me and ask me whether the transaction was 
originated by me.  If I say no they stop the card and send me a new one 
(with a different number, of course).  If I say yes they don't stop the 
card.

If they can't contact me quickly they go into a spin, trying to contact me 
by all sorts of routes.
