Ironing out the flaws in RIP

I turned to Chapter 8 "OVERSIGHT" to see what flaws had been ironed out 
regarding the lack of oversight. I found nothing there to inspire 
confidence.

I then turned to paragraph 1.3. It does not state what punishments are 
to be applied to officials who do what they "should not". Is this still 
just a hard stare from the Home Office?

Perhaps I should ask under FOI how many officials have been caught 
doing what they should not since 2000 and what punishments have been 
applied to them and their employers. However, it's not worth it, as I 
suspect that the answers are zero, none and none respectively.
