Ah - the American approach to independent q-n/governmental bodies.  States
and the like are free to make their own laws, but federal subsidies are
heavily dependent on toeing the line.  

Anyone aware of how Hitwise and the like use "traffic" data (no need to
re-start the discussions).  Will this be affected by the recent ICO
statement on Phorm, relating to consent?
