Then they need to employ more staff or deal with things more 
efficiently.

A few years ago when I had occasion to contact their English office 
they responded fairly rapidly. I have contacted their Scottish office 
recently and they have responded rapidly. I make no comment on the 
usefulness of their responses, which is a separate discussion.
