Afternoon Dan,

The best source I know for this sort of information is this website:
http://rechten.uvt.nl/koops/cryptolaw/

I believe we (as in, the UK) are signatories to the Wassenaar agreement,
which covers exports of cryptography, and an EU agreement covering
cryptography. It seems that Turkey is also a signatory to Wassenaar but not
EU - but I'm not sure of the implications of that are. I hope the above link
will explain a bit better.
