People claiming parking permits have often complained about intrusive 
checks of their properties - council employees checking the wardrobes 
and drawers for clothing, for example.  I've heard a few bizarre 
examples of housing benefit claimant checks to do with 'co habitation' 
or 'sharing' a flat. Refs for these are tricky to find, and you'll have 
to decide how believable they are.  Are these as bad as 'stalking 
children'?  Possibly not.

There's a bit of controversy about council members secretly tape 
recording meetings and 'bugging' meeting rooms.  Well known examples are 
from around the time of the Miners Strike.  (Duncan Cambell probably has 
some information about this)
