Perhaps they mean ``in the absence of good case law, the only people
who have an opinion that's worth anything are the bill's drafters.
Once there's some case law, the case law prevails.''
Ensuring compliance with legislation that hasn't as yet had any
prosecutions, never mind cases run through to the House of Lords, is
presumably something of a lottery.

Responsible? I doubt anyone is. In a position to advise on their
interpretation of the bill as passed? The RIPA Bill Team. Their
opinion is just an opinion, but would presumably carry more weight
than my opinion.
