I think you'll find that Peter was simply drawing people's attention to
previous 'Opinions' by the Article 29 committee (of which he is the
current chair), rather than trying to state a new position on that
precise topic. The recent news stories have been how this long-held
opinion should be applied to a contemporary issue.
