There is no definition of interception of a postal service in RIPA - 
2(2) does not apply to postal services - so the situation is not clear, 
and analogies between electronic and postal services break down.

Is sending a packet of nuts and bolts by post a communication?

Is sending a packet of dirty magazines?

If not there is no interception.
