Things can be just as quickly disseminated to those who are authorised,
without them being available to anyone. All that is necessary is
competent designers.
Unfortunately much of the public sector is addicted to using well known
companies that will charge them a reassuringly large amount of money
for simple tasks. The likes of British Telecom. That is one of the
reasons IT projects constantly go wrong in the public sector.
