Presumably they get the blokes in who offer the lowest price.
I am reminded of the words of a US astronaut, when he was asked what he
thought of while sitting at the top of a rocket. Reputedly his reply
was something like, "well Sir, I think that this is a government
project and every bit of the rocket has been made by the company that
submitted the lowest price."
