They might be doing a study of people living within a certain distance 
of some $natural_hazard. Of course, you could deliver the data having 
already translated their postcodes into such a distance, but 
traditionally I think the researchers would do that.

(I know that's the way we did it when trying to research childrens' 
travel-to-school profiles; 90% of the work was in doing that sum, and 
the school didn't want the work, nor would they hand us the raw data to 
do the work ourselves - I think we could have made a better case but we 
gave up.)
