They sincerely believed it when they said it and thus are above any  
criticism, let alone being held to account.

For examples of this sort of spin see Tony B Liar over Iraq and the 
police over their murder of a passenger on a train.

And the Home Office claim to wonder why people don't believe a word 
they say.
