Proxies work on the Plain Old Telephone System as well :)

Given that the Home Office line is that "you'll know if data retention
applies to you -- and if not then don't bother about it", it will be
interesting to see how far their net is actually cast...

Adulterers who call 118 118 for an affair

SEXUAL cheats and naughty children are running up huge telephone bills
by using directory inquiries to make forbidden calls to mobiles. 
 
Although most people call 118 118 to track down telephone numbers, it
has emerged that hundreds of thousands of calls are also made each year
by people who want to be put through to numbers they already know. 

It is believed that most of these are men and women cheating on their
partners. Others may be children using the service to circumvent call-
barring on the family landline. 

When the telephone bill arrives, the calls are listed only as 118 118.
There is no way to trace the number to which the caller was put through.
