I think that was about the 7th of October, 1981 (yes, that's a random
date).
It certainly wasn't true up until the abolition of hard labour,
transportation, treadmills, oakum picking, flogging and (arguably)
the death penalty, so that takes us up to the mid-sixties. And it
certainly hasn't been true since the Tory backlash against the
Guardian Society Section started, so that's the mid-eighties
onwards. So I'd say the idea that the criminal justice system is
mostly interested in rehabilitation is a contemporary of The Clash
releasing Sandinista! And, probably, about as popular.
