By that, do you mean to imply it's a victimless crime? If the only 
effect of the crime has been to create some files on an isolated 
computer?

How does that work when the crime is a fraud, and the evidence that 
would point to the perpetrator can only be found on his PC - because the 
external incriminating evidence has been erased (deliberately or 
otherwise).
