No, I wouldn't agree with that, because of the following scenario set at 
the shiny new CEOP headquarters:

"We're a bit low on arrests this month, George, I'm having trouble 
getting next year's budgets approved. Any ideas?"

"No problem guv. There's a convicted KP fan working over at the 
University. I'll give him a tug at 6am tomorrow and we'll go over his 
hard drive. Bound to be a few files there he can't account for, and with 
his record that's an automatic tenner under RIPA s53(6). The Sun'll run 
the story if we give them an exclusive."

"Sorted. Get'im George!"
