I rather suspect that circumstances which would plausibly have led to
both the WP and NATO wishing to make simultaneous full-scale use of each
available channel would have, at essentially the same time, led to each
of the parties having made sufficiently large disturbances in the
ionosphere that there would have been insufficient functional equipment
capable of making full use of those channels.
I also suspect that that's amongst the top ten longest sentences I've
constructed for public examination since the dissolution of the WP.
