I don't think so Owen. The absence of outsider approval is specifically 
excluded from RIP, in favour of an internal process. This 
"consultation" is not going to do anything about this and any comments 
along those lines will undoubtedly be given the same treatement as 
comments about the one-sided criminal sanctions in RIP, criminal 
sanctions only applying to those outside the tent.

The Home Office has had a long time to sort both of these things out. 
So far it has done nothing about them.
