That's odd since HMG didn't launch their consultation until March 97 or
abandon escrow until 1999

Quite right, but only 2/10 because the point you seek to draw from those
facts is wrong. The white flag was flown in '97 with a request to parley.
That was after the untenability of the original (US inspired) position was
clear beyond doubt beyond doubt.

But perhaps you thought otherwise. Fighting some previous year's battle is
always easier (but can be just as noisy) than preparing to win the battle
that must be fought next year. However shadow boxing a previous battle
should ensure that you are always on the winning side; strange you do not
seem able to manage that.
