I would have rather more confidence in a regulator that behaved
correctly in the first place, instead of behaving wrongly and then
being found out.

I do agree with that. They are an uninspiring lot, largely because I
suspect they are chosen by those who hide behind the Home Office as
people who will not interfere with the "real work", but will write
"well done chaps" reports when necessary. The sort of people I would
have confidence in will never even be considered for such posts,
because they might not come up with the "right" answer.
