Consultation on the RIP Draft Code of Practice

Peter raised the question what the Code is for. It's fairly easy to
read it and express views about the contents, much harder to say what's
missing that ought to be there.
When RIP was in Parliament, I seem to recall a lot of occasions when
Ministers' answers to awkward questions were "We'll deal with that in
the Code."
I hope someone, perhaps Caspar, was keeping the score and now has a list
against which to check the draft.
