By virtue of section 71(9) of RIPA, the order bringing the code of practice
into force cannot be made without an affirmative resolution of both Houses
of Parliament, in practice that means a debate in both the Lords and a
Standing Committee of the Commons.

You imagine correctly.  Section 71(3): "before issuing a code of practice
... the Secretary of State shall ... prepare and publish a draft ... and
consider any representations".  Not much point giving a closing date for
representations and then ignoring that.
