e-Envoy smart card consultation

Just a reminder that the e-Envoy's consultation "Smart Cards: Enabling
e-Government" will close on 29 October. I know that at least one of you have
been preparing a response. One of the 4 high level policies addresses
digital signature. See:

I recommend starting with the pdf version, as the Word version is a whopping
7.5 Mb.

Its instructive to compare this document with other OeE policy documents in
this area, which are mostly found at:

In particular, the 1999 Smart Card Framework is still found there, right at
the bottom of the page. And the "September 2002 - Security Guidelines for UK
Government" is the top level document about security of information and
services.

In the next few days I will publish at www.iosis.org my response to the
consultation, together with (if my collaborator agrees) a comparison of many
of the other policy documents.
