This is an extract of an e-mail I have sent to the Director of Privacy
International, Simon Davies:

> You asked about counting of responses. We're counting
> everything at the moment - including 21 pieces of spam, 10 of
> those offers of a slice of wealth, and dividing things up
> between responses from individuals, public bodies, commercial
> organisations and interest groups.
>
> One individual has sent at least 27 e-mails, the choicest of
> which, addressed to me, concludes:

> attempting to engage
> > in any reasoned debate with you is a complete waste of time
> so I will not
> > further make such an attempt.

> I'm still counting him as "one" respondent. I have a
> response from a body representing telecommunications users in
> Scotland. That's one too.
>
> So, we will group the responses into categories and would
> advise Ministers to indicate the responses with reference to
> those categories. I hope you know me well enough that I
> would advise Ministers against treating separately composed
> responses, whether received electronically or by mail, as a

> responses. Proforma responses we would count as a single
> petition endorsed by however many individuals.
