I would expect the central registry to look them up before=20
issuing an NHS number, and to raise a query if they have any=20
matching details chiefly name and date of birth.
The links system in the accredited GP system produces a=20
temporary number prefaced by a "?" and the algorithm for that is=20
unclear to me but trivially important. =20
