It should be about ``what [you]'ve heard''.  It should be open and
transparent.  It should have a quality process.  It should be about
government being answerable to the populace.  It's manifestly obvious
that the police repeatedly permit their staff to sell PNC access as an
untaxed perk of the job.  Absent a public description of how they're
stopping it, I regard the constant stream of prosecutions as the tip of
a rather toxic iceberg, and I don't find vague assurances terribly
reassuring.

You can't expect the police to regulate themselves over something they
don't regard as a problem.
