People of limited intellect.  What's the rate of illiteracy amongst the
prison population?  I forget the number, but it's fantastically high.
The rate of conviction for white collar crime such as insider dealing or
stock ramping, wholesale drug trafficing and major terrorism is very,
very low and always has been.  Those are precisely the sort of crimes
for which data retention is being floated as a solution.  I contend that
people who conduct those sorts of crimes are just cleverer than people
who bash old ladies on the head for twenty quid.
