You may well be right, Wallis was surprised that any of the Tallboys
could penetrate that much concrete as the weapon was designed to
penetrate earth. But certainly some of them did, even if the percentage
was quite low.

The RN bomb (must research this a bit, I hadn't heard of it) must have
been designed with concrete in mind.
