Computers are incredibly good at generating one time pads if they get a
little help from their non-human friends.  Thermal noise from a diode,
inter-station noise from a radio receiver, inter-pulse intervals from a
geiger counter and a small radio-active source, that thing those blokes
did with a lava lamp and a web cam...

The bit rate you're able to generate may not be very high, but that
depends on how much random stuff you need.  The issue of the randomness
of /dev/random is a more complex question, of course.
