I think its worth repeating here that there is something in utility supply
legislation that ties a supply account to the property more closely than it
is tied to a named person. This allows utility companies to chase anyone
occupying the property (or otherwise deemed by the company to be responsible
for the property) for payment. When deregulation came about, the meter point
numbers were created to uniquely identify properties, but they have never
been physically visible at the property. I submit that the deregulation
legislation should have removed the strong tie to the property, and that the
account should only be linked to a person (real person or other corporate
body) - those guardians of the consumer, the Consumers Association, accept
the property tie-in without questioning it.
