One that is based on a common view of the problems faced by society at
large and drawn up specifically to address those issues, not one where
the establishment gives itself essentially unlimited powers to pry into
generally law-abiding people's lives, subject them to intrusive search
and seizure powers, penalties for deciding not to disclose the key that
secures their personal secrets etc etc
The main problem at present is that much law is driven by people with a
vested interest in extending their world view and justifying their own
existence.
Actually getting everyone to agree what degree of privacy should be
inviolable would be an excellent start I feel.
