Very much so. Are they not one of the organisations central 
government wanted to be a "Trusted" Third Party?

They are also an organisation that apparently accepts verbal 
instructions to intercept telephones. I say apparently because, in a 
fascinating example of "open" government, nobody will say who the 
guilty party is. Naming and shaming it is not.

And the Home Office wonders why people are cynical about them.
