Continuing with motoring, on the basis that it is an activity=20

people for legal and illegal activities...

Speeding is a criminal offence.  It is uncommon to seize the=20
equipment used to commit it. =20

The Police therefore have not prevented the commission of=20
further crimes with the equipment in question by the person=20
under question.

That analogy might be more readily understood by the tabloids.
