That's the exact correct principle. When we, collectively, seriously
interfere with someone's life through the police or any other agency,
then we should compensate them.
If, in order to protect out children from sexual abuse, it really is
necessary to confiscate computers from some innocent people, then those
innocent people should be compensated.
Just as, if it is necessary to put a road or railway over some land, the
previous owners should be compensated.
