Yup. it takes advantage of the fact that the "cuff" mechanism is short
range - if the signal strength drops below a pre-determined level, it
phones the cops. It is also wired in *upstream* of your normal phone
box, so that it can cut off any calls / internet sessions in progress so
it can dial. It also dials twice a day *anyhow* - at the start and end
of the curfew - so that the cops know the box is still functional.
