Perhaps a tracking device that alerts parents when:

	- the children move outside of a restricted area
	- breathing/heart rate suddenly increase or
	  stop (detector removed, or worse)

A ball and chain might be lighter, cheaper and more effective, though.

How quickly do they notice when an electronically tagged criminal
escapes?
