Conservative want higher sentences for failure to decrypt child pornography

This a reappearance of the mythical VSAT GPS system (where the user 
transmits his position *to* a satellite, rather than working out his 
position by receiving transmissions *from* a set of satellites). 
Curiously, the BBC have a very similar form of words in ostensibly a 
completely different story today:

"A tracking device worn on an offender's wrist or ankle sends a signal 
via global positioning satellites (GPS) to police, who are able to 
monitor their location 24 hours a day."
