Its one of the crucial differences between Palladium and TCPA. The other
interesting one is when they kick in - Palladium fires up after the OS
is booted, whereas TCPA momitors the whole boot process.
I imagine this is purely so MS don't have to pay royalties to Bill Arbaugh.
