That's probably because it's not their job to enforce that particular 
law. No doubt a greater public awareness of who enforces which law will 
emerge from the forthcoming debate over re-introducing a wider range of 
public authorities under RIPA.

Advanced fee (419) fraud is definitely a matter for the police, though; 
although I suspect that they are keener to investigate the cases where 
Brits have actually lost money, than those where foreigners are 
conspiring to defraud.
