Strict liability.  If a minion forms a fraudulent request, and a senior
officer signs it, they're both liable.  ``I was lied to by my
subordinate'' would explicitly not be a defence: they both go down
together.  Indeed, you might even frame the law to include that dread
word `conspiracy'.  That might focus the counter-signer's mind somewhat
to ensure what they were signing was legitimate.
