I would not say that they are not that senior, as they can have very
large numbers of staff beneath them. A Senior Executive Officer
equates to the Navy rank of Commander or the Army rank of Lieutenant
Colonel. They may not be senior in terms of the policy making
"Whitehall Mandarins" but in terms of those who "execute"the policy at
a local level they are quite senior.
