So that's about three, per official, every two working days.

(Almost) fine if that is the time it takes the official to take due care
to check the validity of the request, fill in the paperwork, liaise with
the service provider, etc.

Not so good if it's the time taken to do the paperwork, do rather a
large amount of other work, liaise with the service provider, and
rubber-stamp the request.
