 Oy veh, that is completely unsatisfactory.  

 It needs to specify a rank (police rank, civil service rank, 
 as many other contexts as will be common, "or equivalent"). 

 It needs to specify a vetting level (police vetting level,
 civil service vetting level, "or equivalent"). 

 For these purposes, it can only work sensibly if much fewer
 agencies are involved.  


 It is a very bad idea to involve sections of local authorities AT ALL,
 as it will be impossible to maintain a uniform national standard.


 These are all things people have said, in general, before, but they
 become painfully obvious when you try to give any section of
 the daft real, practical application.
