So how does that avoid the BS5750 / ISO9000 ``quality'' problem, where
if you document your process to be ``there is no process'' you are OK?
In other words, if a department determines that the appropriate vetting
is SC, or indeed, none at all, is there any way to challenge that
decision? Could you give some indicative protection markings for an
indicitive department?

That's worth knowing, and I thank you for that information. It does
indicate that the Home Office takes the matter seriously, and even in a
government environment people who have passed DV are presumably not
thick on the ground.
