 I assume the first contact is a "call centre" controlled by the 
 police but with some TelCo involvement, then they route it to
 one or more Ops Rooms which actually send vehicles.  (The justification
 for this is that all the calls need similar specialised handing such
 as trace, and many or the most important ones require multiple 
 dispatch from the start).
