If you are right, and police have brought charges against "these people"
then EITHER at least that one of the charges so brought has resulted in
a successful prosecution, in which case - given the significance of such
verdict(s) - it is unlikely that it would have escaped the attention of
every participant on this list ... particularly those that specialise in
computer and/or telecommunications evidence ... OR all such prosecutions
that have been brought have - for one reason or another - failed.

If the latter applies, then the appropriate departments of the relevant
forces need reinforcement with people having more appropriate skillsets.

Based on my own experiences with said departments, I prefer the view that
you were somehow - and for some unknown purpose - misled on this point.

One - speaking strictly in general terms - should bear in mind that the
use of NDAs can also be effective to prevent "sensitive" information from
being tested by submission to a somewhat more effective form of scrutiny!
