OT: utility account transfer frauds

I know its off topic, but I once had my gas supply account stolen away by
one of the rogue gas suppliers. Now I hear repeatedly that signatures are
being forged on gas and electricity contracts (latest allegation on BBC1 TV
News 1.10 p.m. today), yet never do I hear of anyone being prosecuted. Is
not forgery of a signature a criminal offnce? So why no prosecutions? Can a
complaint by a TV viewer in Bristol to the police force who cover Enfield
trigger off an investigation of these utility contract signature forgeries?

To bring it back on topic, what assurance are we going to have that misuse
of our digital signatures will be dealt with by the law?
