I don't really regard that as the social solution. It's easier to throw
your litter in the street than place in it a bin. Social pressures,
rather than law, are the way to combat that problem too.

This isn't a practical solution. But to keep the crypto angle, people
have suggested that an SMTP-replacement might only deal in signed mail,
and so the perpetrators were much more easily traced.
