 No, that would be silly.  It means companies, co-operatives, etc "which
 are established and designed to work on a non-profit basis,"  that is
 to work without division of surplus profits (instead they sell the
 materials or services they produce at cost, for the general good).

 It does not mean a company designed to generate profit which failed to.
